Who we are

Civtelligence is a civic intelligence platform currently in active development. The Civtelligence system indexes and structures publicly accessible municipal, county, and regional government documents—including city council agendas, planning commission minutes, and official public notices—to foster civic transparency while delivering actionable insights to enterprise decision-makers.

What Civtelligence Bot does

The Civtelligence Bot discovers publicly available government related documents from official APIs, published RSS feed, and known HTML listing pages. It is designed to be a polite, low-impact fetcher.

The Civtelligence Bot does not access private portals, bypass login walls, or scrape sites indiscriminately.

We strictly adhere to web crawling standards of public discovery, enforced rate limiting, robot.txt compliance, and content hashing:

  • Public Discovery: discovers published government documents via public APIs, RSS feeds, and public HTML listing directories.
  • Enforced Rate Limiting: Executes requests synchronously with a mandatory delay (1-2 seconds) between calls to ensure zero impact on municipal and county web servers.
  • Robots.txt compliance: Strictly respects standard robot.txt rules, ‘noindex’ directives, and HTTP status codes.
  • Content Hashing: Uses cryptographic file hashing to ensure unchanged files, packets, and information is not re-downloaded.

What the bot does:

  • Download PDF/HTML files that are published for the public
  • Store copies for indexing, AI-assisted analysis, summarization, and user insights

What the bot does not do:

  • Bypass CAPCHAs, access controls, or paywalls
  • Log into authenticated systems
  • Run site-wide spiders
  • Harvest non-public records
  • Overwhelm servers with parallel crawl workers
